Security Deposit - Tamil Nadu Electricity Supply code

<p>Energy is an essential commodity, despite the pandemic situation TANGEDCO has ensured the power supply to us 24/7. Many Local EDC have issues of COVID-19 , still they have ensured their services to consumers.</p><p>TANGEDCO usually reviews the adequacy of security deposit for each of its consumers normally every year in the month of April/May , this year due to lock down its been done in JULY’2020.</p><p>As per Tamil Nadu Electricity Supply Code section 5 (5),</p><p>1. The adequacy of security deposit is to be reviewed and refixed <strong>once in a year</strong> for<strong> HT</strong> consumers and <strong>once in every two years</strong> for<strong> LT</strong> consumers taking into account the interest due for credit.</p><p>2. The adequacy of security deposit shall be based on consumers <strong>billing cycle</strong>.</p><p>a) For consumers under <strong>monthly billing</strong>, the security deposit is equivalent to <strong>two times </strong>the <strong>monthly average</strong> of the electricity charges for the preceding <strong>twelve months</strong> prior to April.</p><p>b) In case of an <strong>open access consumers</strong>, the security deposit is equivalent to two times the charges of electricity for the maximum net energy supplied by the distribution licensee in any month in the preceding twelve months prior to April.</p><p>c) For the consumers under <strong>monthly billing</strong> who are <strong>not the owners</strong> of the premises and unable to produce the consent letter in Form 5 of Annexure III to distribution code from the owner of the premises for availing the supply, the security deposit is <strong>four times</strong> of the monthly average of the electricity charges for the preceding <strong>twelve months</strong> prior to April.</p><p>d) For consumers under <strong>bi-monthly billing,</strong> the security deposit is equivalent to <strong>three times</strong> of the monthly average of the electricity charges for the preceding <strong>twelve months</strong> prior to April.</p><p>e) For the consumers under bi- <strong>monthly billing</strong> who are <strong>not the owners</strong> of the premises and unable to produce the consent letter in Form 5 of Annexure III to distribution code from the owner of the premises for availing the supply, the security deposit is <strong>six times</strong> of the monthly average of the electricity charges for the preceding <strong>twelve months</strong> prior to April</p><p>e) For consumers under half yearly billing, the security deposit is equivalent to <strong>seven times</strong> of the average charges <strong>per month</strong>.</p><p>3. Where, on review, the amount of security deposit is found to be <strong>less,</strong> the balance shall be collected as additional security deposit<strong> (ASD) </strong>by serving a separate notice to the <strong>HT </strong>consumer or by a distinct entry in the consumer meter for <strong>LT </strong>consumer. A thirty days notice period will be provided to the consumer to make the payment, default in payment will lead to disconnection of the service.</p><p>4. Where, on review, the amount of security deposit held is found to be in excess, the excess amount shall be adjusted against two<strong> future consumer’s monthly bill</strong>. Even, after adjustments, if there is any excess amount, the same can be refunded by TANGEDCO by <strong>cheque </strong>before the due date for payment of their third consumption bill or the consumer can request to TANGEDCO for adjusting the excess amount in their future bill until it is completely adjusted.</p><p> </p><blockquote><p><i><strong>Mr.Poorneswaran is our Business Head for Wind Customers who has experience in this field for more than half-a-decade.
